16. The executive committee shall designate, from among the members of the Order, the member or members of the council of arbitration and, if the council consists of 3 arbitrators, the executive committee shall designate the chair.
The secretary shall inform the member or members of the council of arbitration and the parties in writing that a council of arbitration has been formed.
